Avi Issacharoff in Ha’aretz: 4/4/08 reports an interview with Zakariya Zubedia in which he warns against Abu Mazen’s All or Nothing Approach’ and states that without a Permanet Status Agreement the Palestinian Authority will collapse. This reinforces the need for Israel to upgrade the PA.
“Abu Mazen’s mistake…is that he is gambling everything on the negotiations. And what happens if the talks fail? What is his plan then? I’m telling you that if by the end of 2008 a Palestinian state isn’t established, there is going to be a war here. Not against Israel, or between Hamas and Fatah, but against the PA…at the end of the year, when Israel doesn’t give the Palestinians a state, the PA is going to be thrown out.”

The need to change the ‘All or Nothing Dynamic’ and create a safety net for negotiations, such as a PSPB (Palestinian State in Provisional Borders)/ 3rd Israeli redeployment etc and upgrade the PA to help it survive the potential failure of negotiations
