Ron Tira from the Institute for National Security Studies (INSS) published a Monograph dealing with the struggle over the nature of wars in today’s world and how Israel’s enemies aim to bypass its military superiority by focusing on the civilian front.
Tira claims that the technological and tactical superiority of Israel and the West causes its enemies to seek out alternative means of warfare and that they now focus their efforts on Israel’s ‘soft belly’, the resilience of the civilian and political front. This erodes the IDF’s ability to win on the battlefield by traditional notions of decisive victories.
This argument links to a recent study by the Reut Institute for the Committee headed by Ami Ayalon studying the civilian front’s readiness for emergencies. The paper offers recommendations regarding how to enhance a ‘narrative of victory’ in today’s wars, which nowadays not only include the military front but also the conduct of the civilian front.
