Akiva Eldar has an interesting article about plans for a multinational force in Gaza to supervise the truce and prevent weapons smuggling.
He also mentions a proposed ‘Action Plan for Exiting the Territories” which would see sovereignty over the West Bank and Gaza given to a caretaker government backed by a multinational force. The force would be responsible for rehabilitating the Palestinian Authority’s civil infrastructure while final status negotiations continue. It is similar to suggestions by General James Jones for NATO troops in the West Bank as well as Martin Indyk’s 2003 article Trusteeship for Palestine (and his later 2007 updated version).
Regardless of the potential problems of international involvement, these plans suggest a solution to what the Reut Institute terms the ‘Clash of Logics’ at the heart of Israel’s National Security – the need to control territory in order to ensure security on the one hand, but the need to leave territory in order to maintain international legitimacy and avoid taking responsibility for the civilian population on the other.
