The Defense Ministry’s new proposed security doctrine as described by Ron Ben Yishai (Hebrew) focuses on many relevant security dangers yet seemingly ignores the political threats to the future of the state.
The doctrine is based on the new security dangers facing Israel. Because Arab states and terrorist organizations cannot cope with the IDF, they prefer to focus on challenge the ‘staying power’ of Israel’s citizens – in other words trying to weaken Israel until it internally collapses. This is done by launching rockets, carrying out acts of terror as well as by trying to Delegitimize Israel in the UN and international media.
Ben Yishai’s analysis is similar to Reut’s description of the Resistance Network’s Logic of Implosion. However, the new doctrine is essentially military and deals with designing defensive methods in light of the new threat. According to the doctrine, Israel should reduce the exposure of its soldiers and citizens to a minimum, prevent big military encounters and ensure that any such encounters end with decisive victory. However, this doctrine does not provide an answer to the political logic of the Resistance Network. (Terror is an Existential Threat).
The Reut institute is currently working on formalizing a new national security doctrine which can address the challenges facing Israel.
