Referring to the home front exercise that the National Emergency Authority recently launched, deputy minister of defense Matan Vilnai stated that “the exercise is a further test of the relations between the sectors [in Israel]“.
A “Culture of Preparedness” is a concept that refers to the idea of partnering all sectors of society – individuals and households, communities, non-profits, businesses, municipalities and central government agencies – in order to ensure their readiness in the face of national emergencies.
However, unlike conservative preparedness approaches that focus on personal and organizational preparedness for emergencies, a “culture of preparedness” stresses the importance of developing links and partnerships among sectors. Connections across sectors in the preparedness stage can contribute enormously towards enhancing solidarity and national resilience.
