In his recent and remarkable book, Political-Security Statecraft for Israel, Prof. Yehezkel Dror mentions the Singaporean RAHS – Risk Assessment of Horizon Scanning. RAHS’ aims and structure are actually quite similar to Reut.
RAHS aims to provide Singaporean policy makers with anticipatory knowledge of the nature of potential upcoming issues so that risks may be minimized and opportunities maximized.
What seems to be cutting edge concepts, methodologies and technological solutions enable RAHS to detect weak signals and minimize the possibility of strategic surprises.
According to Dror, the Geo-strategic reality of the 21′st century is extremely volatile and therefore Israel must develop an ability to analyze new global developments and the potential strategic surprises. Dror calls to establish a “global and long-ranged looking forward center” like RAHS.
