A recently published decision, by the Ministry of Industry, Trade and Labor announces the beginning of a new program rewarding employers who train new employees. The employers, in return for the subsidy, would help these employees earn a professional diploma.
The program’s purpose is to diminish the dependence on foreign workers. However, in accordance with Reut’s concept of Flexicurity (in Hebrew) the purpose of professional training should be the adaptation of the Israeli labor force to the requirements of the global market.
Furthermore, the ministry acknowledges training for mostly low-entry jobs. This reflects the ministry’s mindset that does not focus on creating a stronger labor force necessary for the long-term needs of the labor force.
